I didn't read the 131 page document.. won't waste my time. :roll
Revamping the police departments may help, but won't put a dent in the real problems, IMO.

By Julia Harte, REUTERS, January 27, 2016

The city of Ferguson, Missouri, released details on Wednesday of a tentative deal with the U.S. Justice Department to reform its police department and resolve a federal probe following the 2014 fatal shooting of a black teenager that ignited national protests.

[...]
Ferguson's city council plans to vote on Feb. 9 on whether to accept the agreement and will accept public comments in writing and at public meetings before the vote.

[...]
The Justice Department is also investigating the police departments of Baltimore and Chicago to determine whether they carried out similar systematic violations of citizens' civil rights.

Man found guilty of killing two women in Ferguson
By Tim O'Neil | St. Louis Post-Dispatch | January 29, 2016

CLAYTON - Sentencing will be on Feb. 25 for Darnell Vaughn of St. Louis, who was found guilty of murdering two women in a Ferguson apartment in summer 2012.

A St. Louis County Circuit Court jury here deliberated three hours Thursday before finding Vaughn, 32, guilty of two counts of murder for fatally shooting Claudia Williams, 30, and Tasheera Johnson, 29. Their bodies were found Aug. 31, 2012, in Williams' residence at the Oakmont Townhomes in the 1600 block of Norlakes Drive. Johnson's one-year-old daughter was found crying next to her mother's body.

This is a long article a week old, the epitome of Ferguson problems. We all remember watching Heather streaming (this night) with her package of chalk. The photo obviously shows LaLa (the driver of the MikeBrownMobile) hitting her, knocking her out of her wheelchair. She was later filmed at the hospital with no injuries saying she really didn't know how she got on the ground. Now, she and five other unnamed "victims" are suing. Of course they are, this is Ferguson.

Ferguson drops charges against 6 activists moments before trial
By Stephen Deere, Jeremy Kohler | STLtoday.com | January 22, 2016

Protester Heather De Mian is arrested by Ferguson police, on Monday, Feb. 9, 2015.
Protesters earlier walked onto the police department grounds and some wrote on the walls of
the building and on the parking lot with chalk. Officers on the scene did not give a reason for
the arrests. (Photo by Robert Cohen)

FERGUSON - In a case that featured allegations of police brutality, claims of missing evidence and the pitfalls of body cameras, the stage was set for a trial.

A flat-screen TV was positioned next to the judge. Three defense attorneys convened at a table. Six activists, charged with various crimes, whispered among themselves.

But a key figure, pilloried because of a well-publicized federal report, was missing: Ferguson Prosecutor Stephanie Karr.

She eventually emerged from behind a wall, laid a slip of paper on the judge’s bench and announced that the charges were being dismissed.

Karr declined to provide an explanation, providing yet another demonstration of the opaque — and arbitrary, some say -- nature of St. Louis County municipal justice, in the city that brought the entire system under scrutiny.
[...]
Late Thursday, the six defendants filed a lawsuit in federal court, alleging that Ferguson had destroyed evidence in their case and committed numerous constitutional violations. The suit claims that despite the criticism that the police department had “doubled down and is equally or more abusive, authoritarian and oppressive than it was prior to Brown’s death.”
[...]
The most serious of the allegations that brought defendants to court on Thursday was an assault charge against Heather De Mian.

Last year, she often moved through crowds of protesters in a motorized wheelchair, live streaming events on her cellphone held aloft by a flexible wand. In Ferguson’s version of events, De Mian blinded an officer with a light on her phone and then struck him with it when he tried to push it away, cutting his left thumb.

Raw video: Officers arrest activist Heather De Mian

But De Mian, who was born with Ehlers-Danlos syndrome, a connective tissue disorder, said officers knocked her out of her chair without provocation. In one video, taken by activists, she is lying on the ground, shouting, “They hit me in the face and knocked my glasses off.”

FBI ranks St. Louis top US city for violent crime
Posted 3:20 pm, February 9, 2016, by Joe Millitzer, Updated at 03:41pm, February 9, 2016

ST. LOUIS, MO (KTVI) – The Gateway City takes the top spot in a list of violent US cities released by the FBI. St. Louis ranks number one in the first half of 2015 for rape, robbery, aggravated assault, and murder. There were 88.1 violent crimes per 10,000 residents.

Is the “Ferguson Effect” a reason for a spike in violent crime? U.S. Attorney General Loretta Lynch said there is no data to support the contention that criticism of policing tactics are prompting officers to hold back and is therefore leading to a spike in crime.

The top violent US cities includes Memphis, Tennessee, Detroit, Michigan, Birmingham, Alabama, and Rockford, Illinois. The FBI’s ranking of violent cities does not include towns with populations under 100,000.

The list was released in the FBI’s Preliminary Semiannual Uniform Crime Report from January to June 2015. You can read the full report here.

I don't know about Oakland, Rumpole, but I am guessing that because Chicago is so populated (4 million?) the number per 10,000 is not high enough to rank up there with the rest of 'em. ;)

ST. LOUIS COUNTY, MO (KTVI) – A 27-year-old awaiting trial for his role in looting a convenience store during the rioting in Ferguson in November 2014 is now facing a new charge tied to the unrest.

Roy Brown is accused of breaking into the PX Market Liquor Store in the 7300 block of West Florissant Avenue and stealing lottery tickets. He’d already been charged with second-degree burglary and theft/stealing for unlawfully entering the Dellwood Market and stealing liquor.

Brown has been charged with another count of second-degree burglary for the liquor store break-in.

University of Missouri Fires Melissa Click, Who Tried to Block Journalist at Protest
By RICHARD PÉREZ-PEÑAFEB. 25, 2016

Image

A University of Missouri professor whose shout of “I need some muscle over here,” to remove a student journalist from a demonstration sparked an international debate over the limits of protest and a free press, has been fired, the university announced Thursday.

Melissa Click, an assistant professor of communications, was captured on video on Nov. 9 trying, with dozens of others allied with the protesters, to prevent photographers from approaching the protesters’ encampment on the flagship campus in Columbia. When a young man making a video recording identified himself as a journalist, she told him to leave, grabbed at his camera and called out, “Hey, who wants to help me get this reporter out of here? I need some muscle over here.”

Later, it emerged that she had been involved in a confrontation with the police in October, along with students who were trying to block a homecoming parade.

Ferguson will be bankrupt before their next fiscal year is out. They might get through this year if they wipe out reserve funds but they can't afford the police. Training the current force to DOJ report will cost more than 1/3 annual budget, replacing already trained officers who aren't local with local hires at 3x current base pay with initial & supplemental training ...if it's phased in over three to five years will be more than the entire municipal revenues at the current rate.

Didn't TefPoe have some dealings with Blossom? Went to California and rescued him.. watched over Blossom and was his chauffeur for a while? ;)

This tweet backfired on him. Just like Ferguson to be sitting and waiting for something to happen (like the GJ announcement) to incite rioting. He's not too smart. On his TL he is dissing TrumpHQ announcement about his St. Louis rally. TefPoe accuses them of misspelling "huge" with YUGE. :lol
