Mayor Rahm Emanuel on Tuesday announced he has dismissed Chicago police Superintendent Garry McCarthy, citing a lack of public trust in the police leadership in the wake of the high-profile shooting that eventually led to a white officer being charged with first-degree murder in the death of a black teen shot 16 times in a Southwest Side street last year.

"Superintendent McCarthy knows that a police officer is only as effective as when he has the trust of those he serves," Emanuel said at a City Hall news conference where he appointed a task force to look at police accountability.

Emanuel said he and McCarthy on Sunday began discussing the future of the Police Department and "the undeniable fact that the public trust in the leadership of the department has been shaken and eroded."

"This morning, I formally asked for his resignation," said Emanuel, who said McCarthy can be proud of his record. "Now is the time for fresh eyes and new leadership to confront the challenges the department and our community and our city are facing as we go forward."

Emanuel said he asked new First Deputy Superintendent John Escalante to serve as acting superintendent during a "thorough" search.

And I can't wait to talk to some Chi Town friends about railroading McCarthy. My best guess is that Rahm has just gone to war with the CPD.

Unless the city burns Rahm will not resign. Of course the folks on the Magnificent Mile can't be pleased with Black Friday being disrupted. Even the CPD kept the wilding from happening, the monied people can not be pleased.

Absolutely no one who I know believes Rahm didn't see the video long ago. Mayor Daley would have just demanded it be "lost" or stored with a strong magnet.

Laquan McDonald police reports differ dramatically from video

Hundreds of pages of newly released Chicago police reports from the fatal shooting of Laquan McDonald are striking for one simple thing: They are dramatically at odds with the dash-cam videotape that has sparked protests across Chicago, cost the city's top cop his job and embroiled Mayor Rahm Emanuel in scandal.

The reports, released by the city late Friday, show that at least five officers, as well as Officer Jason Van Dyke, said that the 17-year-old McDonald moved toward officers, even though the videotape of the October 2014 shooting showed McDonald walking away.

At least one said he was advancing on the officers in a menacing way and swung his knife at them in an "aggressive, exaggerated manner" before he was shot and killed. Officers claimed, too, that even after McDonald had been shot repeatedly by Van Dyke, he tried to lift himself off the ground with the knife pointed toward the officers, suggesting that, though he had been mortally wounded, he presented a threat.

The reports are written in police shorthand, and refer to Van Dyke as VD – and call him a victim. McDonald is O, for the offender.

"VD believed O was attacking w/knife," said a report of Van Dyke's account. "Trying to kill VD. In defense of his life, VD backpedaled + fired. O fell to ground, continued to move/grasp knife. VD continued firing. O appeared to be attempting to get up. Still holding knife. Pointing at VD."

The statements, many of them handwritten, prompted police supervisors to rule McDonald's death a justifiable homicide just hours after he had been shot 16 times on South Pulaski Road and 41st Street, and then to close the case entirely Dec. 20, two months later.

Dean Angelo, president of Lodge 7 of the Fraternal Order of Police, said in a text message to the Tribune that he did not want to comment about an ongoing investigation.

Officer Jason Van Dyke to appear for hearing in Laquan McDonald shooting

Chicago police Officer Jason Van Dyke is scheduled to appear in court Friday for a routine hearing announcing his indictment on six counts of first-degree murder and one count of official misconduct for fatally shooting 17-year-old Laquan McDonald.

The noon hearing at the Leighton Criminal Court Building will mark Van Dyke’s first public appearance since he posted the required 10 percent of a $1.5 million bond and was freed from Cook County Jail last month.

Van Dyke entered the courthouse around 11:30 a.m., dressed in a suit and tie instead of the hoodie he wore during his last court appearance.

The proceedings are routine and will likely last less than a minute or two. Prosecutors will read the indictment number in court, and the judge will announce a date for the high-profile case to be randomly assigned to a trial judge, where Van Dyke is then expected to enter a not guilty plea.

Laquan McDonald settlement: attorneys demanded $1m per gunshot

A published report says attorneys received $1.8m of a $5m settlement they negotiated with the city of Chicago on behalf of the family of Laquan McDonald, who was shot dead by a police officer.

The Chicago Sun-Times reported that to be higher than the 33% typically earned by lawyers in such cases.

Lawyers Jeffrey Neslund and Michael Robbins first demanded $16m from the city – $1m for each shot fired by officer Jason Van Dyke into the 17-year-old.

Nearly a month after disrupting Black Friday shoppers on Michigan Avenue, protesters are planning to gather again for a march up the city's busiest shopping district for a "Black Christmas" demonstration Thursday in response to the fatal shooting by a police officer of Laquan McDonald.

"We know there will be a lot of last-minute Christmas Eve shoppers," said Gregory Livingston, a member the Coalition for a New Chicago, one of the groups organizing the demonstration. "We hate to be disruptive, but we hope to once again affect economics on Mag Mile to appeal to the merchants, and appeal to (Mayor Rahm) Emanuel on his cover-up and sequent actions that he needs to step down."

Demonstrators hope to mimic the Black Friday protest, which hurt the bottom line for many Magnificent Mile retail stores.

On Tuesday, about a dozen protesters gathered outside Emanuel's office to call for the mayor and Cook County State's Attorney Anita Alvarez to resign. It took 13 months for Alvarez's office to charge Chicago police Officer Jason Van Dyke with murder, while Emanuel's administration fought release of the dashboard camera video of the shooting.

The protesters chanted loudly and held signs that read "Rahm you have failed us" a few feet from police officers who stood guard outside the garland-framed entrance of Emanuel's fifth-floor office.

The Chicago police officer charged with first-degree murder in the shooting death of Laquan McDonald entered a not-guilty plea at his arraignment Tuesday.

Jason Van Dyke appeared for the first time in front of Cook County Judge Vincent Gaughan, who was assigned to hear his case. His lawyer, Daniel Herbert, entered the plea at a brief hearing, notable primarily for the crush of reporters and a television camera present in the courtroom.

Gaughan, a former public defender, has heard many of the county's most high-profile criminal cases, including the 2008 trial of singer R. Kelly, who was acquitted of child pornography charges, and the trials of James Degorski and Juan Luna, both convicted of the 1993 mass murder of seven people at a Brown's Chicken.

The longtime judge is known for keeping an especially tight rein on his courtroom, which during the R. Kelly trial meant numerous closed-door meetings with attorneys that remained secret, over media objections, until the trial ended. He traveled years ago to California to learn from court officials there how they handled the onslaught of public and media attention during the Michael Jackson molestation trial. He has repeatedly said at past trials that his primary concern is for a "fair trial," and other concerns are "secondary."

Although Van Dyke's attorney has not indicated whether his client will select a jury or bench trial, Chicago police officers have historically chosen to have their cases directly heard by a judge, which would place Gaughan in a crucial role.

Apparently one of Rahm's representatives was beaten up at a prayer vigil. The always opportunistic Al Sharpton has called for Rahms resignation, just perhaps BLM are headed toward a civil war among themselves. That will be an amazing event.

I see that the mayor is going to make an announcement at 2PM today. All officers to carry and be trained with tasers. This is suppose to deter the "shoot first, ask questions later"..... Anyone with any common sense knows how this will turn out. :roll

The policy may save some thug criminals but how many LEO will get shot/killed?

Word has it many people are ignoring the protestors and they aren't having so much fun as they did at other events.

I missed Rahm's pressor :( , I still say no way he resigns, Al Sharpton will be talked to, Rahm owns Obama no way without a travel trunk full of $100.00 bills is Rahm 'da ballerina going anywhere he doesn't want to go.

The only way this goes south for Rahm is if Dr. Frankenstein can't control his monster. We are close, very close to the monster having zero restraints.

23 officers called before grand jury in Laquan McDonald shooting case

Nearly two dozen Chicago police department employees have been called to testify before a federal grand jury investigating the 2014 death of a black teenager who was shot 16 times by a white police officer, according to records released to the Chicago Tribune and the Chicago Sun-Times.

Among them are four officers whose initial accounts of the confrontation conflict with squad car video showing 17-year-old Laquan McDonald walking away from officers, rather than turning threateningly toward them.

The names of the 23 subpoenaed officers appear on court notification logs released on Friday in response to public records requests from the two newspapers. Being called before a grand jury does not necessarily indicate the person is suspected of wrongdoing.

5 takeaways from the first day of the Jason Van Dyke trial

The long-awaited murder trial of Chicago police Officer Jason Van Dyke began in earnest Monday with opening statements and testimony in a racially fraught case that has roiled the city for nearly three years. Here are five takeaways from the first day of the trial:

1. For the first time since Van Dyke was arrested in November 2015, prosecutors publicly stated that race played a factor in the shooting. The officer knew almost nothing about 17-year-old Laquan McDonald the night he shot and killed him – except for his skin color, Special Prosecutor Joseph McMahon told the jury during his opening statement. “What he did know, what he did see was a black boy walking down the street…having the audacity to ignore the police,” McMahon said.

2. Jason Van Dyke may be the defendant, but his attorneys clearly intend to put Laquan McDonald on trial alongside him. “The story in this case is a story written, directed and orchestrated by one person: Laquan McDonald,” Van Dyke's attorney, Daniel Herbert, said during his opening statement. “The 24 hours preceding this, Laquan McDonald was on a wild rampage through the city … (Prosecutors) want you to look at the final chapter without reading the rest of the book.” The defense team’s example of the “wild rampage” included a woman who called 911 to report McDonald – who was later determined to be on PCP – had asked to borrow her car in the middle of the previous night. Herbert also told the jury that McDonald had been using a disabled retired veteran’s public transit card throughout the city.

3:44 p.m.: Testimony ends for day

Officer Fontaine had told grand jurors in 2015 that as long as McDonald had a knife he still posed a threat, whether or not he was still on laying in the street, it was revealed during cross-examination.

“That would be your answer today, right? As long as he has a weapon he’s a danger?” asked Van Dyke's attorney, Randy Rueckert. “Yes,” Fontaine said.

In response, prosecutors again questioned her about whether she had seen McDonald make any threatening movements besides “swaying” the knife back and forth in his hand.

Fontaine was Monday’s final witness. When her testimony concluded, the judge cleared the courtroom of reporters and spectators to speak to jurors in private about “safety.”

He gave no further details.
